1.  Customs entry and zone admission

A free trade zone in Peru is a designated area where imported goods can be stored, processed, assembled, or re-exported without payment of customs duties, IGV (18%), or ISC. Peru's free trade zones include CETICOS locations in Tacna, Ilo, Matarani, and Paita, as well as ZED (Zonas Economicas de Desarrollo) zones. These zones are regulated by SUNAT and designed to promote foreign investment, manufacturing, and regional trade.

CETICOS (Centros de Exportacion, Transformacion, Industria, Comercializacion y Servicios) are special economic zones located in Tacna, Ilo, Matarani, and Paita that offer duty-free and tax-exempt operations for storage, manufacturing, and commercial activities. ZED (Zonas Economicas de Desarrollo) zones operate under similar principles, providing designated areas where businesses can import, process, and re-export goods with fiscal advantages. Both are supervised by SUNAT and offer significant cost benefits for international trade operations.



When goods enter a CETICOS or ZED zone in Peru, customs duties, IGV, and applicable ISC are suspended for the duration the goods remain in the zone. If the goods are re-exported to another country, no duties are ever paid. If the goods are nationalized for sale in Peru's domestic market, duties and IGV are calculated and paid at the time of nationalization. This deferral mechanism significantly improves cash flow for businesses importing goods that may be held for extended periods before sale or that are destined for re-export.

Peru's CETICOS and ZED zones are primarily designed for imported goods that benefit from duty and tax suspension. Domestic goods may be admitted to certain zones for specific purposes such as export preparation or assembly with imported components, subject to zone regulations and SUNAT approval.
