You ship to the British Virgin Islands by ocean LCL or FCL into Port Purcell, Road Town, or by air into EIS; LCL from Miami takes 4 days to Tortola, clears HM Customs in CAPS, and pays customs duty by tariff line with no VAT or sales tax. The territory has more than 50 islands and cays, and that geography sets the shipping plan: anything bound for Virgin Gorda, Jost Van Dyke or Anegada needs a second leg or a direct booking to Virgin Gorda. The landed cost is freight, customs duty under the Customs Management and Duties Act, and BVI Ports Authority wharfage and container charges. The BVI is not a full CARICOM member and sets its own tariff, and demand is shaped by tourism and above all by the yacht charter and marine industry, which needs parts, provisions and equipment on short notice.
Ocean LCL from Miami reaches Road Town in 4 days and Virgin Gorda in 5 days port to port, air freight takes 1 to 3 days, and a full container from China needs 32 to 45 days via transshipment.

Shipping to the British Virgin Islands follows eight steps, from tariff classification to delivery on the right island:
Most BVI freight starts in the US, so the detail starts there.
Miami is the main gateway for US cargo to the British Virgin Islands: consolidation services from South Florida reach Road Town in four days and Virgin Gorda in five. Interworld Freight's published LCL rate for 5 CBM / 1,500 kg from Miami is about $1,050 to Tortola and about $1,135 to Virgin Gorda (September 2026, excluding destination duties, taxes and local charges).
LCL dominates this market. Charter companies, marinas, retailers and villa owners buy in modest, frequent lots, and paying by the cubic meter keeps freight in line with the cargo. FCL is the better tool for building materials, hotel FF&E, provisioning stock and large equipment, and for anything you want sealed from the supplier's dock to the consignee. Our Caribbean container shipping service covers both.
Air freight lands at Terrance B. Lettsome International (EIS) on Beef Island, connected to Tortola by bridge. For a charter yacht waiting on an impeller, a watermaker membrane or a navigation unit, air is the right call: a boat off charter costs more per day than the freight premium. Our Caribbean air freight service handles these shipments from Miami.
Book Virgin Gorda cargo to Virgin Gorda. Cargo landed in Road Town and then moved by inter-island barge picks up extra handling and a second delivery charge. Treat the BVI as a fully foreign destination: unlike Puerto Rico, which sits inside the US customs territory (see our guide to shipping to Puerto Rico), the BVI applies its own customs law and tariff to US goods.
Cargo from China, Asia and Europe reaches the British Virgin Islands through transshipment, relayed at a hub such as Kingston or Caucedo before the final feeder leg to Road Town. Transit is 32 to 45 days for a full container and 36 to 50 days for consolidated cargo, with the hub connection deciding where in that range a shipment lands. Our guide on shipping from China to the British Virgin Islands breaks down each stage, from origin consolidation to final clearance.
For mixed purchases, routing Asian goods through Miami works better. Furniture and fixtures from China and marine or building supplies from US vendors are received and consolidated in the Miami warehouse and shipped together on the next Tortola sailing, with one arrival and one customs entry.
European cargo, mainly marine equipment, engines and specialist yacht components, follows the same relay logic and takes three to five weeks. Many European marine brands also stock through US distributors, so shipping from a Florida distributor with stock on hand is faster than shipping from the factory. All of these routings end at the same port.
Almost all containerized cargo for the British Virgin Islands lands at Port Purcell in Road Town, with St. Thomas Bay on Virgin Gorda as the second cargo point and Terrance B. Lettsome (EIS) as the air gateway. The BVI Ports Authority publishes the specifications of each facility.
The ferry link at West End is for passengers and light cargo; freight from St Thomas clears as a separate import, and the rules on the US side are covered in our guide to shipping to the US Virgin Islands.
Imports into the British Virgin Islands clear through HM Customs in Road Town, and every commercial entry is filed electronically as a Trader Declaration (TD) in the Customs Automated Processing System (CAPS). Online trader declarations became mandatory on 1 November 2016, and in November 2025 HM Customs migrated CAPS to a new trader portal at caps.gov.vg, with the manual HMC-12-2024 form used only while the system is offline. Importers and brokers register for CAPS access with HM Customs.
The governing law is the Customs Management and Duties Act, 2010, which consolidated the old Customs Ordinance and Customs Duties Ordinance. Duty rates sit in Schedule 4 of the Act and are amended by order, and the Act itself was amended in 2025 by the Customs Management and Duties (Amendment) Act, 2025.
A commercial entry runs in this order:
Most commercial importers use a local customs broker. A detailed invoice with unit values and separate freight and insurance figures is what keeps the assessment quick, and that valuation drives the duty bill.
The British Virgin Islands charge customs duty by tariff line and no VAT or sales tax, so the border cost is duty plus BVI Ports Authority charges. The landed cost has fewer layers than most of the region:
Because the BVI sets its own tariff, CARICOM Common External Tariff rates do not apply. Anguilla, another British Overseas Territory outside full CARICOM membership, also sets its own duties, as our guide to shipping to Anguilla and St Maarten shows. For a side-by-side with other islands, see our overview of Caribbean import duties and taxes.
Shipping to the British Virgin Islands requires a commercial invoice, a packing list, a bill of lading or air waybill consigned to the correct island, and freight and insurance figures shown separately for valuation:
Firearms and ammunition, controlled drugs and pharmaceuticals, plants and plant products, and animals and animal products are prohibited or restricted in the British Virgin Islands and need a permit before shipping. Wood packaging should meet ISPM 15.
Marine cargo brings its own special handling. Outboard engines, fuel additives, paints, antifouling, flares, gas cylinders and lithium batteries are dangerous goods and must be declared and packed under IMDG for ocean and IATA for air. Flares and some batteries are restricted or barred on passenger aircraft and accepted only on certain cargo services, so plan lead time. Vessels and large tenders are declared under the vessel provisions of the Customs Act.
For the British Virgin Islands, choose LCL below 12 to 15 CBM, FCL above it or for dense cargo, and air for urgent parts and light cargo:
For Virgin Gorda projects, book direct to Virgin Gorda and allow the extra day.
The yacht charter and marine industry is the defining importer in the British Virgin Islands. Charter fleets, marinas, boatyards and chandleries need engines, rigging, sails, electronics, safety gear, antifouling and spare parts, plus provisions and consumables for guests. Demand peaks before and during the charter season, and many shipments are urgent, which makes a reliable mix of LCL and air freight essential.
Tourism and construction are the other drivers. Resorts, villas and restaurants on Tortola, Virgin Gorda and the out islands import FF&E, food and beverage, and building materials, much of it for renovation and hurricane resilience. For marine operators, the challenge is keeping fleets in service during the season, which we cover in Supplying the BVI Yacht Charter and Marine Industry.
A forwarder for the British Virgin Islands has to deliver speed for marine parts and discipline for customs: correct island, correct tariff line, CIF value documented. Interworld Freight was founded in Miami in 1992 and runs its own Miami hub with warehousing, so orders from multiple US and Asian suppliers can be consolidated into one Tortola or Virgin Gorda shipment. We handle ocean FCL and LCL, air freight and customs coordination with the local broker, with coverage on every major trade lane. Start with our Miami to Caribbean freight forwarding service; quotes are answered within one business day.
LCL from Miami reaches Tortola in 4 days and Virgin Gorda in 5 days port to port. Air freight takes 1 to 3 days. From China, plan on 32 to 45 days for a full container.
Interworld Freight's published LCL rate from Miami is about $1,050 for 5 CBM / 1,500 kg to Tortola and about $1,135 to Virgin Gorda (September 2026). Destination duties and local charges are extra.
No. The British Virgin Islands have no VAT, sales tax or consumption tax. The border costs are customs duty plus BVI Ports Authority wharfage and container charges.
HM Customs applies the rate for the tariff line in Schedule 4 of the Customs Management and Duties Act to the value of the goods, on a standard CIF basis. A temporary 2026 relief measure moved the base to FOB for three months from May 2026, so confirm the basis and the rate for your HS code before quoting.
HM Customs uses the Customs Automated Processing System (CAPS), where importers and brokers file Trader Declarations online. The trader portal moved to caps.gov.vg in November 2025, and a manual form is used only during system outages.
Port Purcell in Road Town, Tortola, handles almost all containerized imports. Virgin Gorda has a cargo facility at St. Thomas Bay for direct and inter-island cargo.
No. The BVI is a British Overseas Territory with its own customs law, tariff and customs service, so goods from the UK pay BVI duty like goods from anywhere else. It is also an associate member of CARICOM rather than a full member, so the CARICOM Common External Tariff does not apply.
Yes. Air freight into Terrance B. Lettsome International (EIS) is the standard route for urgent marine parts. Flares, some batteries and other dangerous goods need special handling and are limited to cargo-only services on some routings.
